THE NEW NATIONAL STRATEGY FOR THE DIASPORA 2026–2030 – PUBLIC CONSULTATION
The diaspora is human capital. It is professional expertise. It is investment. It is an international network. It is culture, identity, economic diplomacy, and a driving force for development.
For years, we have believed in this vision and put it into practice through business networking, the promotion of Albanian products, culture, tourism, the arts, women entrepreneurs, professionals, and the younger generations of the Albanian diaspora.
Today, this vision has become even more significant.
The Ministry for Europe and Foreign Affairs has launched the public consultation on the draft Decision of the Council of Ministers, “On the Approval of the National Strategy for the Diaspora 2026–2030 and the Action Plan 2026–2028.”
The Strategy aims to strengthen the relationship between the Albanian state and its diaspora by shifting the focus from remittances to investment, human capital, professional expertise, innovation, and tangible partnerships.
The Albanian diaspora represents an extraordinary economic, intellectual, cultural, and professional potential. It serves as a bridge between Albania and global markets, between national identity and European integration, and between tradition and the future.
As highlighted by the Minister for Europe and Foreign Affairs, Mr. Ferit Hoxha, during the Fourth Diaspora Summit, Albanians living abroad are not simply a community dispersed around the world, but one great Albanian heart beating everywhere. The diaspora is home, identity, human, professional, and cultural strength—a living bridge between Albania and the world, playing a vital role in the country’s development, international image, and European integration journey.
For this reason, this public consultation is an important moment for all of us.
Citizens, members of the Albanian diaspora, experts, institutions, non-profit organizations, representatives of civil society, and every Albanian who believes in the role of the diaspora are invited to share their suggestions and contribute to this process.
Because the diaspora should not only be mentioned.
The diaspora must be heard.
The diaspora must be included.
The diaspora must become an active participant in decision-making and national development.
From strategy to development partnerships, and from vision to concrete action plans.
We have been, and will continue to be, part of this journey toward a well-organized, valued diaspora that is genuinely connected to Albania’s development.
