The State Minister for Diaspora, together with the Ministry of Interior, the Ministry of Europe and Foreign Affairs and the Association for Local Autonomy have signed a memorandum of cooperation to coordinate work in order to increase the administrative structure of municipalities, the diaspora and migration, in accordance with the Article 29/1 of the Law no. 38/2019 “On some additions and changes to the law no. 139/2015 “On local self-government”.
The establishment of administrative structures aims to maintain continuous communication and strengthen relations with members of the Albanian Diaspora, who have their homeland or the origin in the territory these municipalities cover.
The organization of the administrative structure for the diaspora and migration in the local government units will be organized in three different levels: directory, sector and office, according to the number of their inhabitants.
The State Minister for Diaspora, through the National Agency for Diaspora, ensures the participation of representatives of administrative structures for the diaspora and the migration of municipalities in forums or consultative structures referring to diaspora issues; the partnership coordinating between local government institutions and diaspora organizations / communities in the function of sustainable local economic development, the education of the young people and the promotion of local historical and cultural values; the information of the representative of the structures in the municipality on the donors assistance, calls for project proposals; providing information on Albanian legislation in the field of investment; the coordination of the training of administrative staff in each municipality; and the assistance in determining annual activities by the country’s municipalities.
